So Obama has been saying all along that his criticism of NAFTA is "just campaign rhetoric not to be taken seriously?"

Harharharhar!!!

Obama's true believers think they can make anything go away by saying magic words like "context."

The context is the memo, and what it puts "in context" is Obama's hypocritical posturing about NAFTA.

You are taking the memo out of context. The memo is actually quite consistent with Obama has been saying in his speeches, that he didn't want to abolish NAFTA, but he wanted to strengthen it to the benefit of American workers.
